Professor Giovanni Luchena

Associate Professor in Law and Economics, Giovanni teaches Law and Economics, Department of Economics and Finance, University of Bari Aldo Moro. He taught Regional Law, Economic Public Law and School Legislation, as well as at the Master on Economics and Administration of Local Authorities, Master in E-government (Law Department) and Journalism.

He took part in several national and local research projects, such as Economic Governance and European Integration (PRIN 2008), Federalizing processes, Multilevel Governance, European Law, Regional Law and Social Rights.

His main scientific interests are: Social Rights; State Aids; Positive Actions; Local Authorities; Law and Economics; Public finance Law; European Central Bank; Independent authorities.

He has the national scientific certification as full professor in Law and Economics; Ph.D. in Economic Public Law; School of specialization in sciences of the constitutional autonomies; Scholarship for advanced courses and research at the Council of Europe, Strasbourg (France).

He was a member of the College of Teachers of the PhD in Public Law, University of Bari; of the College of Teachers of the PhD in Law and the cognitive Neuroscience, Niccolò Cusano University, Rome; of the Scientific Committee of the Diritti.fondamentali.it review; of the editorial board of the Diritti.fondamentali.it review; Coordinator of the Section of Public law of the economy of the review Osservatorioaic.it; of the editorial board of the journal European Public Law Online review, of the board of Directors of the University of Bari; of the Council of C.I.R.P. (Inter-University Council of Apulian Rectors); of the board of Directors of GeoProSys s.r.l., spin-off of the University of Bari Aldo Moro; of the board of Directors of Dabimus s.r.l., spin-off of the University of Bari Aldo Moro and of the regional Agency Board for the right to university studies (Puglia region) from October 2010 to October 2015. In This body he has served as a member of the Budget Committee.

He is author of the following monographs: 1) Public aid and community constraints, Cacucci, Bari, 2006; 2) The institutions of the intercommunity: the unions of municipalities. Studies on cooperation between local authorities for the associated management of municipal functions in the season of "fiscal federalism", Cacucci, Bari, 2012; 3) Economic incentives for enterprises between state policies and community decisions, Cacucci, Bari, 2012; 4) Safeguard clauses in public finance – (Balance of budgetary law, European constraints, public spending), Cacucci, Bari, 2017.

He is also author of more than eighty essays.
